Who pays the most for electricity in the world?

Well, even though we all feel like we are paying too much, some residents of some countries pay astronomically compared to others. The main problem is sourcing it, and so isolated island nations end up paying much much more than even the wealthiest western nations.

In fact, Germany is the only country in the Top 10 most expensive that is not an island nation. This is because Germany has set high carbon emission rights prices. As a result, they are pushing for a higher reliance on renewable sources, such as wind. Their neighbour, Denmark produced 42% of their electricity from Wind.
